Procedure 2
This procedure may be the fastest. Since ∛9 ÷ ∛13 is the same as ∛(34/56), you can first divide the numbers, and then find the cube root of the quotient, like this:
9 ÷ 13 ≈ 0.692308
∛0.692308 ≈ 0.8847
∛9 ÷ ∛13 ≈ 0.8847
