Procedure 2
This procedure may be the fastest. Since ∛7 ÷ ∛99 is the same as ∛(34/56), you can first divide the numbers, and then find the cube root of the quotient, like this:
7 ÷ 99 ≈ 0.070707
∛0.070707 ≈ 0.4135
∛7 ÷ ∛99 ≈ 0.4135
